The prices to be charged for lots as designated on the town cemetery plat in the town cemetery shall be as follows:
(A) Lots sold to residents of the town or to a person who is the sole fee owner of real estate in the town:
(1) Two-grave lots: $400; and
(2) Eight-grave lots: $400.
(B) Lots sold to nonresidents of the town:
(1) Two-grave lots: $1,000; and
(2) Eight-grave lots: $1,000.
