The sponsor of the event shall be responsible for cleaning up any liter caused by the event, removing all temporary obstructions, and in general returning the area where the event takes place to the condition that existed prior to the event. The Board of Commissioners may require the sponsor to post a bond or other sufficient security to guarantee compliance with this section.
