A. Watercourses: No person shall dump, empty or throw manure, tin cans or other coarse rubbish, or any dead animals into any covered or open water ditch, flume or natural watercourse within the limits of the city.
B. Waste Materials, Debris: No person within the limits of the city shall throw, place or deposit or suffer to accumulate, or to be thrown, placed or deposited in any yard or enclosure kept or occupied by him or upon the property of any other person, rubbish, cans, boxes, manure, old papers, old straw, house dirt, waste materials or debris of any kind, in such manner as to be offensive, injurious or dangerous to other persons, neighbors, the neighborhood, or adjoining property.
