It shall be the duty of the owner of any animal dying within the city forthwith, or with all reasonable dispatch, and before the same becomes offensive from decomposition, to dispose of the same at the local landfill. Any such owner who shall fail, neglect or refuse to so dispose of same after reasonable notice, or who shall throw or leave any such dead animal in any public way, or on any private grounds or in any watercourse, or in any pit or vault shall be deemed to have maintained a nuisance.
