All rubbish, such as rags, used clothing, all bedding, mattresses, shoes and other materials which may carry infectious or contagious substances or communicable diseases shall not be placed in or with any garbage or other refuse, but taken as directly as possible to the Northern Montana Joint Refuse Disposal District.
