§ 93.061 REFUSAL OF CLEARANCE: EXCEPTION.
   The airport shall be closed to VFR flying when conditions are below those stated in the federal air regulations for VFR flight. IFR rated pilots on an IFR flight plan will be permitted arrivals and departures.
