No person shall solicit or offer flight training, operate a ground school, conduct similar operations, pick up or deliver aeronautical trainees, passengers, or cargo at the airport until such person has done all of the following.
(A) Complied with all requirements of the Federal Aviation Administration, the State Aeronautics Commission, and airport rules and regulations.
(B) Entered into a written agreement by and between the city and the Board of Aviation Commissioners detailing the scope of their commercial activities to be conducted from the airport.
