No person shall be allowed to engage in any business or commercial activity of any nature on the airport except under terms and conditions as may be prescribed by the Board of Aviation Commissioners. There shall be no solicitation of funds for any purpose without the permission of the Airport Manager. There shall be no posting, distributing, advertising through means of circulars, printed or written matter, except by approval of the Airport Manager.
