No person shall permit or allow or have on a leash a dog on sidewalks, streets, or parking lots in the central business district as defined in § 77.06 when a downtown event is in progress when the city streets are blockaded. For illustration but not by way of limitation, a downtown event would include the Party on the Square, go-cart racing or Thomas the Train.
