Any person owning, keeping, harboring, or having custody of a dog or cat over six months of age within the city must obtain a license for it under this chapter unless that person owns the animal under authority of either a kennel or commercial animal establishment permit. No license shall be required for hearing eye dogs, or for dogs owned by police departments.
