(A) The owner, if of the age of majority by the laws of the State of Indiana, or the parent or guardian of a minor who is the owner of a bicycle and who resides within the city may have the bicycle registered with the Police Department. These provisions can apply any time there is a change of ownership.
(B) Registration will include the placing of a sticker with a registration number on each bicycle and the keeping of appropriate records by the Police Department as to identification of the bicycles and their ownership. No fee shall be charged to the owners for registration.
