§ 31.16 ELECTION OF COUNCILMEMBERS.
   Each voter shall vote for two candidates for at- large membership and one candidate from the district in which he resides. The two at-large candidates receiving the most votes from the whole city and the district candidates receiving the most votes from their respective districts shall be elected to the legislative body.
