Committees of the Common Council may be appointed by the Mayor at his discretion. The Common Council may, by resolution, require the appointment of certain designated committees annually as they deem necessary. The designations shall be made by means of a resolution of the Common Council, from time to time. The size of the committees to be appointed as required by the Common Council shall be in the number and composition as the Common Council shall by resolution require. Any appointments of committees by the Mayor shall be in the number and composition as he shall determine in his discretion.
