§ 30.02 MEMBERS; MAYOR AS MEMBER.
   The Mayor of the city shall be a member of the Department of Public Works and Public Safety, and the other two members shall be appointed by the Mayor. He may appoint any two persons holding appointed positions in the city government. The City Clerk-Treasurer shall be the Clerk of the Board.
