(A) Any person affected by any decision, action, or determination made by the city utilities, interpreting or implementing the provision of this subchapter may file with the city utilities a written request for reconsideration within 30 days, of such decision, action, or determination, setting forth in detail the facts supporting that person's request for reconsideration.
(B) If the ruling made by the city utilities is unsatisfactory to the person requesting reconsideration, he may within 30 days after notification of action by the city utilities, file a written appeal to the Board. The written appeal shall be heard by the Board within 30 days from the day of filing. The Board shall make a final ruling on the appeal within 30 days of the close of the meeting. The city utility's decision or determination shall remain in effect during such period of reconsideration.
