(A) Any person who shall uncover or excavate under or around a public sewer without written consent of the city utilities shall be subject to a fine as set forth in § 51.999. The person by whom the work is done and his employer shall be deemed responsible for this violation.
(B) Any person who shall make any connection with, or opening into, the public sewer without having first received a written permit in each case from the city utilities shall be subject to a fine as set forth in § 51.999, for each offense. The fine shall be recoverable against the owner of the property in which such building sewer is installed or against the person installing said building sewer, or causing it to be installed, or his employer.
