(A) No unauthorized person shall maliciously, willfully, or negligently break, damage, destroy, uncover, deface, or tamper with any structure, appurtenance, or equipment which is a part of the public sewer. Any person violating this provision shall be subject to immediate arrest under charge of disorderly conduct.
(B) Any person who shall alter or disturb any part of any sewer or building drain connected to a public sewer shall be subject to a fine as set forth in § 51.999, which shall be recoverable against the person performing the work or his employer.
