The control authority and other duly authorized employees of the city utilities, bearing proper credentials and identification shall be permitted to enter upon all properties for the purposes of inspection, observation, measurement, sampling, installation of monitoring equipment, records examination and copying and testing, in accordance with the provisions of this subchapter.
