The control authority reserves the right to enter into a special agreement or arrangement with users that will set special terms under which they may discharge to the POTW. No discharge that violates pretreatment standards will be allowed under the terms of such special agreements. If the wastewater has the potential to cause pass through or interference or endanger municipal employees or the public, no special agreement will be made.
