This chapter sets forth uniform requirements for users of the publicly owned treatment works (POTW) of the city and enables the city to comply with all applicable state and federal laws, including the Clean Water Act and the general pretreatment regulations. The objectives of this chapter are: to prevent the introduction of pollutants into the POTW that will interfere with its operation; to prevent the introduction of pollutants into the POTW that will pass through the POTW inadequately treated into the receiving waters or otherwise be incompatible with the POTW; to protect both the POTW personnel and the general public; to promote reuse and recycling of industrial wastewater and sludge; and to enable the city to comply with its NPDES permit conditions. This chapter shall apply to all users of the POTW.
