No extension of water or sewage services shall be made unless first approved as herein provided either by the Common Council or the Utility Service Board. Any person, combination of persons, firm, or corporation who shall extend such water or sewage services or both beyond the corporate limits of the city, without compliance with this chapter shall be guilty of a public nuisance and the city may sue for and obtain prohibitory or mandatory injunctive relief to prevent the violation of this chapter.
