Any modification of Section 76.31 of the Rules and Regulations of the Federal Communications Commission shall, to the extent applicable, be considered to be part of this chapter as of the effective date of the amendment to Section 76.31. Such modifications shall be incorporated herein by the lawful action of the City Council within one year from the effective date of the amendment to Section 76.31, or at the time of any renewal of the franchise granted herein, whichever occurs first.
