§ 101.03 STREET NUMBERS.
   On all streets running east and west in the city, the City Engineer shall number east and west from Central Avenue in accordance with the plan aforesaid, even numbers shall be placed on the north and east sides of the streets, and odd numbers on the south and west sides thereof.
