Any person violating any provision of this chapter shall be fined $50 for a first offense. Any person violating any provision of this chapter a second time, where the first offense was within one year’s time of the second offense, shall be fined $100. Any person violating any provision of this chapter for a third time within any given year shall be fined in an amount not to exceed $2,500, as determined by a court of proper jurisdiction.
