(A) A violation of this chapter or of the refuse policy adopted by the Board of Works may be enforced pursuant to the public nuisance ordinance of the city or by any other action authorized by law including but not limited to the procedures set out in the Indiana Code.
(B) A person who violates the provisions of this chapter or violates the refuse policy adopted by the Board of Works shall be subject to a civil penalty not to exceed $1,000 plus costs.
