The Common Council now finds as follows:
(A) In the interests of the health, safety and general welfare of the citizens of the city, it is necessary to make available curbside collection of refuse from structures consisting of residential units; and
(B) Nothing contained in this chapter shall be construed or interpreted as authorizing or requiring, at public expense, the collection and disposal of waste material that shall result from the operation of any manufacturing facility.
