(A) There is a need to create under the control of the Board of Public Works and Safety, a special non-reverting operating fund, as authorized by IC 36-10-3-22.
(B) Expenditures from the special non-reverting operating fund be made without an appropriation and only on approved claims, allowed by the Board of Public Works and Safety of the city.
(C) When a program activity generates a large balance or surplus in the non reverting fund, it may be transferred to the Park Operating Fund.
