(A) Purchasing agency. The Board of Public Works and Safety may purchase supplies with an estimated cost of less than $25,000 on the open market without inviting or receiving bids or quotes.
(B) Department heads. Department heads, as purchasing agents for their department, may purchase supplies with an estimated cost of less than $1,500 on the open market without a formal request being made to the Purchasing Agency if such purchase is provided for in the department’s current budget.
