113.05 MEETINGS (order of business).
   (a)    The President shall immediately call the members of Council to order and shall direct the Clerk to call the roll. The roll call shall include the City Manager, Finance Director, and Law Director. He shall then cause the journal of the proceeding session to be disposed of, unless otherwise ordered by Council.
   In the absence of the President and President Pro-Tem, the Clerk shall call the Council to order, and if a quorum shall then be present, the Council shall appoint one of the members to preside pro-tempore.
   (b)   The business of all regular meetings of the Council shall be transacted in the following order:
      (1)   Call to order.
      (2)   Roll call.
      (3)   Pledge of Allegiance to the Flag.
      (4)   Disposing of Minutes.
      (5)   Awards Presentation.
      (6)   Special Presentation.
      (7)   Audience Comments. (*See stipulations below)
      (8)   Communications.
      (9)   Reports of City Manager, Finance Director, and Law Director.
      (10)   Reports of standing committees.
      (11)   Reports of special committees.
      (12)   Assignment of ordinances and resolutions.
      (13)   Third reading of ordinances and resolutions.
      (14)   Second reading of ordinances and resolutions.
      (15)   First reading of ordinances and resolutions.
      (16)   Miscellaneous business.
      (17)   Adjournment.
         A.   The Speaker must sign in prior to the meeting if he/she would like to speak. He/she must print his/her name, address, and phone number.
         B.   The Speaker will be allotted no more than five (5) minutes to speak. Special consideration may be given by the President of Council. Until a new system is installed, the time will be kept by the Clerk of Council.
         C.   The Speaker will not be permitted to degrade, demean, or in any other way, downgrade any member of Council or an Administrative Staff member. If this occurs, the Speaker will be stopped.
         D.   Upon request of a Councilperson or a member of the Administration, and subject to the approval of the Council President, a response may be given on the particular subject. There will be no debating of a subject presented by a Speaker on the Council floor.
         E.   The Ward Councilperson or Councilperson-at-Large (where appropriate) or member of the Administration (or his/her designee) will respond to the Speaker to address the issue within two (2) weeks after the meeting.
         F.   Special consideration will be given to a Speaker who may want to speak at a Work Session meeting. The Speaker must request to speak at least twenty-four (24) hours in advance of the Work Session and permission will be granted only by the President of Council. A request to speak does not necessarily mean that a person will be granted permission. Each case will be reviewed and a decision will be made.
   (c)   Video Taping of Special Meetings: The video taping of a Special Meeting will be done upon the request and the consensus of Council. The Councilperson requesting the video taping will be responsible for providing the Cable Access Coordinator all Special Meeting information. (Ord. 05-10. Passed 2-22-10.)
