Local retail and service commercial facilities, including those uses permitted as principal permitted uses in a CN Commercial District may be permitted in a large-scale residential development provided that such commercial development including required off-street parking, off-street loading and landscaping shall not exceed 10% of the net land area of the large-scale residential development and, provided further, that the location of such commercial facilities shall be approved by the Planning Commission.
