Minimum improvements and construction standards required of all subdivisions shall be as set forth in this subchapter. Alternate improvements may be permitted where, in the opinion of the Commission, the alternate is equal or superior in performance to the required improvements. Where standards are not set forth herein, they shall be in accordance with prevailing standards of the industry or trade.
