§ 153.035 PROCEDURES FOR FINAL PLANS FOR MAJOR SUBDIVISIONS.
   (A)   Final plan to be submitted. Within one year after Commission action on the preliminary plan, a final plan of the area included in the preliminary plan, (which may be submitted in sections, each covering a portion of the proposed subdivision as shown on the preliminary plan) together with supporting data shall be submitted to the Commission for review and approval. Final plans or sections thereof submitted after the period of one year from the date of approval of the preliminary plans shall be considered to be new preliminary plans.
   (B)   Final plan shall conform with preliminary plan. The final plan shall conform in all important respects with the preliminary plan as modified by the Commission in its approval of the preliminary plan. Otherwise, the plan submitted shall be considered as a revised preliminary plan.
   (C)   Reason for disapproval to be stated. Whenever a plan is not approved or is recommended not to be approved, the Commission shall explicitly state in writing its reasons for such action or recommendation to the developer within five days.
