The rate of speed of any vehicle may be timed or monitored, on any street or highway within the limits of the township, by properly trained and certified full-time or part-time police officers of the township, using the excessive speed preventer (E.S.P.) or such other electrical speed timing devices or other speed monitoring device now, or as may hereafter be, authorized by the State Department of Transportation.
