The Recreation Commission shall consist of seven members appointed by the Supervisors, who shall serve a term of five years, or until their successors are appointed, except that the members of the board first appointed shall be appointed for such terms that the term of not more than two members shall expire annually thereafter; vacancies shall be filled in the same manner as original appointments are made.
