Those uses of water not essential to the protection of public health and safety are deemed nonessential. Nonessential uses of water may be restricted by both voluntary and mandatory measures as prescribed and outlined within the water shortage response plan (§§ 54.15 through 54.26, 54.40 and 54.55). A list of nonessential water uses is included in the plan.
