It is hereby declared that the keeping of any dog which causes frequent or long continued noise which is an annoyance to and excessively loud to neighboring residents shall constitute a violation. This section shall not apply to dogs making noise when being tormented, abused or reacting to other animals coming up to or on the premises on which the dog is kept.
