(A) For the protection of the public health, welfare and safety of the town, the Town Manager or his or her designee is authorized to determine when certain conditions exist in the town requiring water conservation measures.
(B) The conservation measures may include voluntary conservation measures, mandatory conservation measures and water shortage emergency measures.
(C) The Public Works Director may recommend to the Town Manager that water conservation measures be implemented.
(D) The Town Manager, following consultation with the Mayor and Town Council shall determine which of the three measures shall be declared.
(E) In exercising the authority for declaring a water shortage condition, consideration shall be given to water storage levels and available sources of supply, available usable supply on hand, outlook for precipitation, daily water use patterns and availability of water from other sources.
(F) If any governmental agency, such as the Governor's office, state or federal government declares a water shortage event, the town shall comply regardless of our water situation with at least voluntary measures.
