In addition to the utility availability and privilege fees, the Town Council may, in its discretion, impose a utility system development charge, based on service requirements and capital cost recovery methods, to recover part or all of the cost to the town to install the main(s) and to increase treatment plant capacity. The amount shall be as established from time to time by the Town Council and published in the town schedule of fees and charges.
