It shall be a Class 3 misdemeanor for any person to deposit trash, garbage or other residue in any dumpster or trash container within the corporate limits of the town which is on some other person or entity’s property and which dumpster or trash container is not being charged as a monthly garbage pickup fee by the town to the person, or the person’s business or employer, who makes the deposit of trash, garbage or other residue.
