An applicant or other party aggrieved by a decision of the Director in the administration, interpretation or enforcement of this chapter may appeal the decision to the Town Council by filing a written appeal application with the Director. The application for appeal shall be filed within 30 days of receipt of the order of denial. The decision of the Director may be overturned only by vote of four-fifths of the members of the Town Council entitled to vote upon the matter. The decision of the Town Council shall be final, subject, however, to any subsequent action in the County Superior Court or other court of competent jurisdiction.
