Upon the filing of a request for approval of a subdivision, land-disturbing activity , development or building permit, the following procedures shall be required and followed to determine whether the proposed action is governed by provisions of this chapter and whether a permit pursuant to this chapter is required for a lot, parcel, part of a lot, or part of a parcel. The application shall be reviewed by the Director or his or her designee. Applications for development authorization that are allowed by the regulations of the town to be authorized administratively shall be so done by the Director; in cases when approval is required by the Planning Board, the Zoning Board of Adjustment, or the Town Council the approval shall be made by the appropriate board or council.
