(A) A Board of Planning and Adjustment is hereby established to fulfill the duties of the town Planning Board and Board of Adjustments, and all members shall have equal rights, privileges and duties. The Board shall consist of five members. The five members shall be citizens of the town and shall be appointed by the Town Council.
(B) Initial terms of office shall be as follows: one member appointed for three years; two members appointed for two years; and two members appointed for one year. Upon completion of these initial terms of office, all additional appointments on the Board shall be for three-year terms.
(C) Any permanent vacancy in the membership shall be filled for the unexpired term of the vacancy. All members shall serve without pay, but may be reimbursed for any unusual expenses incurred while representing the Board.
