§ 153.67  GENERAL PROVISIONS FOR ROAD DESIGN.
   (A)   Marginal access streets. Where a tract of land to be subdivided joins a principal arterial street, the subdivider may be required to provide a marginal access street parallel to the arterial street or reverse frontage on a minor street for the lots to be developed adjacent to the arterial. Where reverse frontage is established, private driveways shall be prevented from having direct access to the principal arterial.
   (B)   Access to adjacent properties. Where, in the opinion of the Planning Board, it is necessary to provide street access to an adjoining property, proposed streets shall be extended to the boundary of the property and a temporary turn-around provided.
   (C)   Nonresidential streets. The subdivider of a nonresidential subdivision shall provide streets in accordance with the most recent edition of the NCDOT Division of Highways, Subdivision Roads, Minimum Construction Standards.
   (D)   Blocks. The lengths, widths and shapes of blocks should be determined with due regard to: provision of adequate building sites suitable to the special needs of the type of use contemplated; local ordinances; needs for vehicular and pedestrian circulation and control of street traffic; and limitations and opportunities of topography.
   (E)   Intersections.
      (1)   Subdivision streets shall be laid out so as to intersect as nearly as possible at right angles, and no street shall intersect any other street at an angle less than 60 degrees.
      (2)   Right-of-ways at street intersections shall be rounded with a minimum radius of 20 feet. At an angle of intersection of less than 75 degrees, a greater radius may be required.
      (3)   Where public and private streets intersect, the design standards of the NCDOT Division of Highways, Subdivision Roads Minimum Construction Standards shall apply.
      (4)   Offset intersections are to be avoided unless exception is granted by the Planning Board and Town Council. Intersections which cannot be aligned should be separated by a minimum length of 200 feet between survey centerlines.
      (5)   Intersections with arterial, collectors and thoroughfares (major intersections) shall be at least 1,000 feet from centerline to centerline, or more if required by the Planning Board and Town Council.
   (F)   Cul-de-sacs.
      (1)   Permanent dead end streets should not exceed 2,500 feet in length unless necessitated by topography or property accessibility.
      (2)   When cul-de-sacs are required to exceed 2,500 feet in length, vehicle turn-arounds shall be provided at 1,000 foot intervals. The required turn-around on a dead end road in a subdivision shall have an unobstructed roadway radius of not less than 35 feet.
      (3)   If the road length does not exceed 300 feet and if construction difficulties will not permit a turnaround, the use of "Y" or a "T" or other turning space of a design which will allow a vehicle with a wheel base of at least 25 feet to complete a turning movement with a maximum of one backing movement, shall be permitted.
      (4)   Cul-de-sacs shall not be used to avoid the extension of a road, unless an exception is granted by the Planning Board and Town Council.
   (G)   Through traffic.
      (1)   Residential collector and local streets shall be laid out in such a way that their use by through traffic will be discouraged.
      (2)   Streets shall be designed or walkways dedicated to assure convenient access to parks, playgrounds, schools or other places of public assembly.
   (H)   Street names.
      (1)   Proposed streets which are obviously in alignment with existing streets shall be given the same name.
      (2)   In assigning new names, duplication of existing names shall be avoided, and in no case shall the proposed name be phonetically similar to existing names irrespective of the use of a suffix such as street, road, drive, place, court and the like.
   (I)   Street lighting. All developers shall refer to the town lighting policy if they choose to install street lights in any subdivision.
