§ 151.21  MARKET VALUE.
   (A)   The Housing Administrator shall fix a reasonable market value of any dwelling pursuant to this code and that value shall be binding, unless challenged by the owner in writing to the Housing Administrator within a period of ten days after the receipt of an order. After the protest, the Housing Administrator shall nominate one competent and disinterested person; the protesting party shall nominate one competent and disinterested person; and the two persons so nominated shall nominate a third competent and disinterested person; and the three persons so nominated shall serve as commissioners of appraisal.
   (B)   The Commissioners shall make their appraisal of the value of the dwelling under consideration, shall return their appraisal to the Housing Administrator and the protesting party within ten days of their appointment, and the appraisal shall be binding and conclusive for the purposes of this code. The cost of such an appraisal shall be paid by the protesting party to the Housing Administrator at the time of filing the written protest.
