§ 151.15 HOUSING ADMINISTRATOR.
   (A)   The town shall appoint a Housing Administrator, who is authorized and charged with the duty to exercise and utilize any powers necessary and convenient to carry out and effectuate the purpose and provisions of this chapter. The Housing Administrator is granted the following powers, but is not limited to the following:
      (1)   To investigate the dwelling conditions in the town in order to determine which dwellings therein are unfit for human habitation;
      (2)   To administer oaths, affirmations, examine witnesses and receive evidence;
      (3)   To enter upon premises for the purpose of making examinations in a manner that will do the least inconvenience to the persons in possession. It shall be unlawful for any owner or person in possession of premises on which housing is located within the corporate limits and jurisdictional areas of the town to refuse, after being presented with a warrant as issued under G.S. § 15-27.2, to permit the Housing Administrator, or a duly appointed agent thereof to enter upon the premises for the purpose of making examinations as authorized by this code. Violation of this section shall constitute a misdemeanor;
      (4)   To appoint and fix the duties of officers, agents and employees necessary to carry out the purposes of this code; and
      (5)   To delegate any of his or her functions and powers under this code to other officers and other agents.
   (B)   No officer, agent or employee of the town shall be rendered personally liable for any damage that may accrue to persons or property as a result of any act required or permitted in the discharge of his or her duties under this code.
