(A) No license shall be issued except to a person of good character, approved by the Town Council. Upon approval of the applicant and the payment of the license fee, the Tax Collector shall issue an appropriate license bearing a notation indicating the term of its existence and the expiration date thereof.
(B) One license shall be issued for each device licensed, and it shall be placed in a conspicuous place on the machine and so affixed that it cannot be transferred from one machine to another.
