(A) All pool rooms, billiard halls, discotheques and/or dance halls and amusement centers in the town shall be kept at all times in a clean, neat, healthful and sanitary condition, and the pool rooms, billiard halls or amusement centers, all stairways, outer passages, and all rooms connected therewith shall be kept open and well lighted and shall be subject to inspection at any time by any member of the police force, Health Officer, Fire Inspector or the Code Enforcement Officer, and free access shall be granted to any of the aforementioned officers at any and all times by the licensee, and it shall be the duty of each of the aforementioned officers to make frequent inspections of all pool rooms, billiard halls, discotheques and/or public dance halls and amusement centers in the town.
(B) All adjacent or related tracts, lots and other areas used to accommodate the parking of vehicles used or owned by patrons of places of amusement shall be adequately and appropriately illuminated or lighted.
(C) Each such lot or tract shall have a sign posted thereon which shall advise in appropriate terminology that loitering, congregating and using the area for any other use than parking is not permitted.
