Upon the refusal of the Town Clerk to grant a permit under this chapter, the applicant may within ten days thereinafter appeal to the Town Council. If the Council shall be satisfied that the applicant and his or her proposed business and hours of work meet the requirements set forth in this chapter, it shall direct the Town Clerk to issue the permit. Otherwise, the permit shall be refused.
