The therapeutic application of massage is one of the oldest healing arts known to humankind, a practice which can provide many benefits to an individual's state of health and well-being. In the interest of public health, safety, welfare and morals, and to protect the public from unqualified practitioners and unethical businesses, the following privilege license provisions and regulations are hereby adopted.
