§ 94.24  PROMISCUOUS SCATTERING.
   (A)   No person shall promiscuously distribute handbills or advertisements of any kind by placing or throwing the same on any street or lot or otherwise.
   (B)   The handbills or advertisements shall be enclosed in an envelope, or clipped, and placed under, or in, the door of each house where the advertising matter is left.
